FORUM-ASIA is seeking an experienced consultant to lead the development of a Five-Year Report on Repressive Laws in Asia, covering the period from January 2020 to December 2024. The report will analyze trends in the use of legal frameworks to suppress fundamental freedoms and restrict civic space in the region.

Analyze legal trends and patterns across Asia from 2020 to 2024
Draft the Five-Year Monitoring Report with regional and country-specific insights
Synthesize data from FORUM-ASIA’s HR monitoring database and member surveys
Develop advocacy-oriented recommendations for civil society and policymakers
๐ Deliverables:
A well-structured analytical report including country chapters and thematic case studies
A summary presentation (if required)
Incorporation of multiple feedback rounds for final approval
๐ Timeline & Budget:
Duration: 20 working days (May–July 2025)
Budget: Up to USD 3,000 (disbursed in tranches)
๐ Consultant Profile:
Minimum 5 years’ experience in human rights research, legal analysis, and documentation
Strong familiarity with political and legal contexts in Asia
Demonstrated ability to produce analytical and advocacy-oriented reports
Understanding of gender, accountability, and rights-based approaches
